PDF endpoints directly (found via WebSearch results pointing to a specific document UUID, not by inspecting the SPA's network calls). fns.usda.gov intermittently returned a slow/timing-out response to a direct WebFetch tool call on the ABAWD waiver index page (not a 403/blocked response — a plain timeout), which this pack resolved by retrying with a longer-timeout direct curl instead of the WebFetch tool, which succeeded on the first retry. usda.gov (a separate host from fns.usda.gov, hosting the FY26 SUA simplified-process guidance memo) returned a clean HTTP 403 'Access Denied' (an Akamai-style edge WAF response, distinct from fns.usda.gov's plain timeout) to every direct curl attempt with a browser User-Agent and to a plain http:// retry; this pack resolved it via the r.jina.ai reader proxy, which fetched the memo's full text cleanly — though that memo turned out to contain only the FY26 SUA calculation METHODOLOGY (a state-by-state CPI-based self-adjustment from each state's own FY25 baseline), not a per-state dollar table, so Delaware's own specific FY2026 SUA/utility-allowance dollar figures remain a disclosed, unresolved gap in this pack rather than a fabricated number, see freshness.json.
