This pack's most significant finding is instead a STRUCTURAL MISCONCEPTION this pack disproved through direct primary-source verification: Kentucky's SNAP manual is Volume 2, not "Volume III" as commonly assumed going in — Volume III is Kentucky's KTAP (TANF) manual, a different program entirely, independently confirmed by fetching and reading both documents' own title pages and tables of contents. This pack also found Kentucky's own consumer-facing SNAP page states resource limits one federal COLA cycle out of date relative to its own current policy manual (see Finding 2), two internal manual artifacts (MS 5040, dated 2010, and MS 7070, dated 2021) that still reference a "drug-related felony disqualification"/"drug felons" category the state's own CURRENT (2025-2026-dated) disqualification lists no longer carry — consistent with, not contradicting, KRS 205.2005's 2021 full opt-out (see Finding 3) — and a live discrepancy between Kentucky's own current SNAP page (which names a narrow, 5-county ABAWD waiver effective December 1, 2025) and the third-party ABAWDMap.us aggregator (dated June 16, 2026, stating no waiver applies anywhere in the state) — see Finding 4.
