Code Ann. §43-12-71's raw statute text — the now-familiar Justia-403 pattern this roster has repeatedly documented for other states' statute lookups; this pack relies instead on MDHS's own manual (Rule 22.14), which quotes and dates the statute directly, as the controlling primary source. (2) usda.gov's guidance-documents subdomain returned an HTTP 403 Akamai bot-detection block to a direct fetch of the national FY2026 Standard Utility Allowance values PDF (a document that would carry Mississippi's specific dollar SUA figure) — RESOLVED on 2026-09-19 re-verification via FNA's own fns-prod.azureedge.us CDN mirror, which is not behind the same block; see PROVENANCE.md Finding 7 and freshness.json.
